Will OJT Work for Your Business?
We recognize that sometimes the best way to be trained for a job is to learn "On the Job," from seasoned workers who have expertise. Making the investment in building the talent on your team can go a long way to improving retention.
Our On-the Job training (OJT) program recognizes that an employer can be the best provider for training entering workers to meet workforce needs. Companies with the capability to provide training and skill development on site can apply to use OJTs to hire and train candidates for specific positions. The OJT program is a way for businesses to hire new workers for positions that are difficult to fill while providing training for required skills.
When hired through an approved OJT program, employers may be eligible for reimbursement of a portion of wages during the training phase while the trainee masters the required skills.
How does it work?

Step 1 – Complete the OJT program employer application. Complete applications include a job description, and a list of critical skills for the position.
Step 2 – FCWS will seek and refer eligible candidates to approved businesses for consideration. Employers interview and select the candidate that best meets your needs. Once you select a candidate, we'll complete a training plan and a reimbursement agreement.
Step 3 – The new employee starts work and the employer provides training for the employee to develop the critical skills.
Step 4 – Employer provides progress reports on the training plan and submits invoices and timesheets for reimbursement.

What's required from the business?
OJT funds are available to Frederick County Businesses that are in good standing.
Commit to hiring with an intent to provide skills training for new workers.
Provide a structured training and supervision plan for new workers.
Carry an approved amount of insurance including workers compensation coverage.
Provide wages at or above $22.00 at the end of the training.
Interview candidates that have been referred to you by FCWS.
What kinds of positions are best for OJT?
Positions that are hard to fill due to lack of fully qualified candidates, and your business is capable of providing training to develop talent with skills necessary to be fully functional.
Existing positions that have a clear and detailed job description with clearly defined skill requirements.
Are there eligibility requirements for new hires?
Yes, candidates need to be determined eligible for Workforce Innovation and Opportunity Act (WIOA) funding by FCWS prior to starting employment to qualify for this program.
FCWS will refer eligible candidates for employer to interview.
Generally, candidates are Frederick County residents, are 18 years of age or older, and are verifiably eligible to work in the US.

How much will I be reimbursed?
The total amount reimbursed will depend on the amount of time the employee will be in training. Typically, OJT funds cover up to 50% of wages during the training period to help off-set the cost of providing training. Training agreements are typically under 6 months in duration.
